OPCD Issues Notice of Non-Compliance to AT&T

NEW ORLEANS – The Orleans Parish Communication District (OPCD) issued a Notice of Non-Compliance to AT&T Services, Inc. As a service provider of telecommunication services in the State of Louisiana, AT&T is responsible for collecting the approved 9-1-1 surcharges and remitting those funds to the appropriate communication district.  State law provides the communication district with audit authority of the billing and remittance records for all telecommunication service providers.

In March 2017, OPCD provided AT&T with a notice of audit which outlined the information needed to be collected.  To date, the OPCD has not received the information requested to satisfy the audit requirements.  Fees collected from 9-1-1 surcharges provide funding for 9-1-1 operations and life-saving technology.

“OPCD has an obligation to ensure we are collecting the revenues that are rightfully due to the district before we ask our residents for a single cent more.  In order to do that, we must get good faith cooperation from our carriers.  Not doing so is socially irresponsible and hinders our ability to prepare for Next Generation 9-1-1 and aid us in getting the right people, to the right place, at the right time”, says OPCD Executive Director Tyrell Morris.

About the Orleans Parish Communication District
Formed in 1982, the Orleans Parish Communication District is the PSAP for all emergency communications via 9-1-1 within Orleans Parish.  The agency employs over 150 individuals and provides emergency medical dispatch, emergency fire dispatch, and emergency police dispatch for the millions of annual visitors and residents of the City of New Orleans.  OPCD is a member of the Association of Public Safety Communication Officials (APCO) and the National Emergency Number Association (NENA).
